secretary kathleen sebelius announced new rules that will make mental healthcare more accessible. the announcement comes as the administration, of course, is still reeling from the failed launch of healthcare.gov. >> good morning, everybody. >> reporter: speaking to healthcare professionals in atlanta, secretary sebelius did not announce a new law, but rather, new rules that put teeth into a law signed by president george w. bush in 2008. the mental health parity and addiction equality act requires doctors and insurers to treat mental illnesses as they would physical illnesses, but there's been no enforcement until now. >> finally puts mental health services and substance abuse on equal footing with physical health services. >> reporter: but the big announcement was overshadowed by lingering backlash from the implementation of the affordable care act. secretary sebelius was asked how the administration plans to help those kicked off their insurance plans since the rollout. >> there isn't, i would say at this point, a specific plan. the president has asked to take a look at those
